Abstrak

 

Penelitian ini bertujuan untuk memperoleh informasi mengenai kualitas persepsi konselor di Kabupaten Lombok Timur tentang implementasi Peraturan Menteri Pendidikan Nasional RI No. 27 Tahun 2008, ditinjau dari variabel konteks, input, proses dan produk. Subjek penelitian berjumlah 42 orang konselor di SMP Negeri se Kabupaten Lombok Timur. Pengumpulan data dilakukan dengan menggunakan kuesioner, dilengkapi dengan wawancara, observasi, dan studi dokumen. Analisis data dilakukan secara deskriptif menggunakan Penilaian Acuan Ideal Teoretik, dan T-Skor. Kemudian, diinterpretasikan ke dalam model kuadran Glickman. Hasil penelitian menunjukan bahwa: (1) implementasi Peraturan Menteri Pendidikan Nasional RI No. 27 Tahun 2008, ditinjau dari variabel konteks hasilnya positif, (2) implementasi Peraturan Menteri Pendidikan Nasional RI No. 27 Tahun 2008, ditinjau dari variabel input hasilnya positif, (3) implementasi Peraturan Menteri Pendidikan Nasional RI No. 27 Tahun 2008, ditinjau dari variabel proses hasilnya negatif dan (4) implementasi Peraturan Menteri Pendidikan Nasional RI No. 27 Tahun 2008, ditinjau dari variabel produk hasilnya positif. Jadi hasil CIPP adalah ++-+. Jika diinterpretasikan kedalam model kuadran Glickman, maka hasil penelitian berada pada kuadran II tergolong efektif.

Abstract

This study aims to obtain information about the quality of counselors’ perception in East Lombok on the implementation of Regulation of the Minister of National Education Number 27 of 2008, observed from variable context, input, process and product. The research subjects used were 42 counselors at Junior High School in East Lombok. The data were collected using questionaires with the additional of interview, observation, and documents study. The data analysis were done descriptively using the Theoretical Ideal Reference Assessment and T-Score. Then, they were interpreted into the Glickman quadrant model. The results show that: (1) the implementation of the Regulation of the Minister of National Education Number 27 of 2008, observed from the context variable is positive, (2) implementation of the Regulation of the Minister of National Education Number 27 of 2008, observed from the input variable is positive, (3) implementation of the Regulation of the Minister of National Education Number 27 of 2008, observed from the process variable is negative and (4) implementation of the Regulation of the Minister of National Education Number 27 of 2008, observed from the product variable is positive. Thus the result of the CIPP is ++-+. If the result is interpreted in quadrant model of Glickman, the result is in quadrant II or effective.
